Annual fuel consumption reporting requirements for Bahamian-registered ships

The Bahamas Maritime Authority (BMA) has published a technical alert (TA 24-01) regarding the submission of annual fuel consumption reports for ships registered in The Bahamas, in accordance with MARPOL VI Regulation 27.

This alert was published on 16 January 2024.

Purpose

The alert reminds companies operating Bahamian-registered ships of the requirement for timely submission of an annual fuel consumption report for each calendar year. It should be read in conjunction with relevant regulations and IMO Resolution MEPC.349(78).

Application

The alert applies to all ships of 5,000 gross tonnage and above, including those registered or de-registered during the year, and even in cases of extended lay-up or repair if fuel was consumed.

Fuel Consumption Data Submission

Companies must ensure that fuel consumption data is submitted to the Reporting Organization by March 31 of each year. The Statement of Compliance is to be issued by May 31, and the data submitted to the IMO GISIS database by June 30.

IMO List of Ships

An Annual Fuel Consumption Report is due by March 31 for the preceding year. The IMO publishes a list of registered ships every January, facilitating the identification of ships requiring submission.

Late Submission

The Bahamas Maritime Authority allows flexibility for late submissions due to certain circumstances. Requests for a conditionally issued short-term International Air Pollution Prevention (IAPP) Certificate should be submitted on a case-by-case basis.

Poor CII Rating

Ships with poor CII (Carbon Intensity Indicator) ratings (D for 3 consecutive years or E) will not receive a Statement of Compliance unless a corrective action plan is developed and accepted.
