Antigua and Barbuda: Circular on electronic record books and logbook systems

The Antigua and Barbuda Maritime Administration has issued a circular regarding electronic record books and logbook systems.

This circular was issued on 5 May 2023 and is addressed to all ship owners, operators, masters, and officers of Antigua and Barbuda flagged ships, and recognized organizations.

It consolidates and supersedes Information Notice 2018-007 and MARPOL Circular 2020-004.

This Circular introduces the use of electronic logbooks and electronic record books (ERBs) instead of hard copies for Antigua and Barbuda flagged ships.

The adoption of ERBs aligns with the digitalization trend in the industry to enhance safety and environmental protection.

The Maritime Administration allows the use of electronic logbooks but requires approval from a Recognized Organization or another SOLAS contracting Government.

ERBs can fulfill various record-keeping requirements under MARPOL and the NOx Technical Code.

The IMO has established guidelines for approving ERBs to ensure compliance.

When transitioning to ERBs, vessels must retain hard-copy books for at least three years.

Consideration should be given to port States' acceptance of ERBs before fully embracing digital formats.

Regardless of the logbook type, accurate recording of ship operations is essential to meet international regulations.

Electronic logbooks and MARPOL ERBs must be capable of producing verified hard copy records upon request.

During inspections, the Declaration of MARPOL Electronic Record Book or approval for other Electronic Logbooks must be presented.

Implementation of safekeeping measures for ERBs is required on both the vessel and the company level.
