California Air Resources Board: New requirements from January 1, 2023; At Berth Regulation updates FAQs and reporting forms

California Air Resources Board has announced that new compliance requirements for the 2020 At Berth Regulation go into effect beginning on January 1, 2023.

Staff updated the Frequently Asked Questions (FAQs) document to assist with implementation-related inquiries and to reflect answers to additional questions California Air Resources Board (CARB) received since the release of the original FAQ document (published November 2021).

The 2020 At Berth Regulation requires reporting for each visit made for all vessel types and terminals, including bulk and general cargo vessels, regardless of the number of visits or vessel types, beginning January 1, 2023.

Reporting is required for all vessels, even those without requirements to reduce emissions at berth.

Staff released visit reporting templates for vessel, terminal and CARB Approved Emission Control Strategy (CAECS) operators to assist with the new reporting requirements. Use of these templates is optional.

Additional templates are also available for fleet registration and vessel incident event (VIE) authorization.
