Estonia issues circular with the list of maritime legislation

The Estonian Transport Administration has issued a list of maritime legislation that must be known by members of the crew of foreign national seafarers in order to work on a ship under the Estonian flag.

This circular was published on November 3rd, 2022.

The knowledge must be sufficient to perform the duties and responsibilities on board a ship according to the person’s qualifications.


The requirement to be familiar with the maritime legislation of the Republic of Estonia applies to the masters, chief mates, chief engineers, and second engineers of foreign nationality are required.

The requirement also applies to members of the ship’s crew who are foreign nationals and who apply for the exchange of their maritime documents for those of the Republic of Estonia.

Training on legislation is offered by maritime training institutes licensed in the Republic of Estonia.

The knowledge will be tested before the assessment board of the Transport Administration. 

The exam consists of 15 questions, the time to take the exam is 30 minutes, and the minimum requirement for passing the exam is 75% correct answers.
