European Commission grants the Central Commission for the Navigation of the Rhine access to ECDB for statistical analysis

The European Commission, following Directive (EU) 2017/2397, has decided to allow the Central Commission for the Navigation of the Rhine (CCNR) access to the European Crew Database (ECDB) for the purpose of accessing aggregate statistical data.

This commission decision 2024/415 was published on 1 February 2024 and it entered into force on 22 February 2024.

Previously, Switzerland was granted access to these databases, recognizing the similarity of its personnel qualifications and adherence to the directive's requirements. Now, the Central Commission for the Navigation of the Rhine (CCNR), an international organization comprised of Belgium, France, Germany, the Netherlands, and Switzerland, has requested similar access.

The CCNR, acting as the secretariat of CESNI, plays a crucial role in setting standards for inland navigation. Additionally, it provides technical assistance to the European Union and conducts market observations in the inland waterway labor market. Granting access to the ECDB would aid in statistical analysis and the evaluation of Directive (EU) 2017/2397, further facilitating cooperation between the CCNR and the EU.

It's important to note that the access granted to the CCNR is limited to aggregate statistical data and does not include access to personal data. This decision aligns with the Commission's commitment to data protection and privacy regulations.
