Guidelines for implementing the USCG Port State Control targeting program

The United States Coast Guard issued a revision of the MMS Work Instruction 021(2) regarding the targeting of foreign vessels for Port State Control (PSC) examination.

This document was issued on 26 February 2024.

The purpose of the instruction is to provide guidance for screening foreign flagged vessels for PSC examinations. ​ The PSC targeting program aims to evaluate a vessel's risk of noncompliance with regulations and assign the appropriate exam type and frequency. ​

The document outlines the changes made in Revision 1, including the clarification of PSC C examinations and the removal of historical PI, PII, and PIII exams. Additionally, it underscores the removal of targeting charterers to align solely with organizations listed on the CSR (Corporate Social Responsibility).

A crucial aspect introduced is the categorization of vessels into PSC A, PSC B, or PSC C designations based on their risk profile. This categorization informs the examination type and frequency, with PSC A being a more detailed examination, PSC B being the standard examination, and PSC C being for vessels not initially targeted for examination but still eligible for random exams or exams based on credible information.

The document elaborates on the targeting matrix. This screening tool evaluates various risk factors related to a vessel's compliance with maritime safety, environmental, and security standards. Criteria include U.S. exam history, flag state detentions, and ship management's history of detentions. Targeting decisions are linked to the performance records of the ship, its management, classification society, and flag state to ensure accountability.

Flexibility within the updated procedures allows COTPs or OCMIs to prioritize resources based on perceived safety or security risks. It provides discretion to determine whether to examine a vessel offshore, at anchorage, or after dark.

The document also outlines procedures for post-casualty examinations, which aim to determine the causes and extent of damage following a marine casualty. These examinations play a crucial role in mitigating risks to vessels, ports, and U.S. waters.
