This circular was published on 10 January 2024.

The Secretary-General has the honor to transmit herewith a communication received from the Government of Indonesia as set out in the annex of the document.

Under Article IV of the STCW Convention, as amended, the Directorate General of Sea Transportation of the Republic of Indonesia wishes to inform you that a new format for the Indonesian Seafarer's Certificate has been implemented, effective from December 1, 2023.

The updated seafarer's certificate is now endorsed with an electronic signature, incorporating the necessary information as per the relevant sections of the STCW. To verify the authenticity and validity of the new license, please visit the official websites: https://pelaut.dephub.go.id or https://tte.kominfo.go.id. Additionally, the Quick Response Code (QR Code) included as an electronic signature can be scanned using a suitable device, such as a smartphone.

It is important to note that seafarer certificates printed, signed in person, and issued prior to December 1, 2023, will remain valid until their expiration date. The authenticity and validity of both the electronic signature format and the original signature format can be verified on the website https://pelaut.dephub.go.id.

The annexes are also attached to the document providing samples of the new seafarer certificates with electronic signatures and the previous certificates with original signatures.
