Malaysia: Delegation of responsibilities to RO for verifying compliance with the ISM Code and issuing DOC

Marine Department Malaysia has issued a shipping notice regarding the delegation of responsibilities to Recognized Organisations for verifying compliance with the ISM Code and issuing Documents of Compliance (DOC).

This notice was published on April 7th, 2023, and is addressed to shipowners, ship agents, masters, seafarers, port operators, Recognized Organizations and the
maritime industry.

The Notice is to inform the shipping community of the instructions and requirements for compliance with the ISM Code.

As of May 1st, 2023, Ship Management Company having its principal place of business outside Malaysia may enter into a contract with any Recognized Organization (RO) approved by the Malaysian Marine Department (MMD) to review the Safety Management System (SMS) manual and issue Documents of Compliance (DOC) and requirements for compliance with the International Safety Management (ISM) Code.

The document details the requirements and instructions for the company operating a multi-classification fleet, the company operating a multi-flag fleet, periodic verification, how to issue or reinstate the DOC certificate if it has been withdrawn, and how to verify compliance.
