Panama: Circular on the Certificate of Inspection of Crew Accommodation

The Panama Maritime Authority on 1 April 2023 issued Circular MMC-279 regarding the Certificate of Inspection of Crew Accommodation (CICA).

The circular states that existing vessels will continue to receive the CICA even after the Maritime Labour Convention, 2006, as amended comes into force.

During MLC, 2006 inspections, inspections of crew accommodations are not required as long as the CICA is valid.

Dispenses and exemptions to Convention No. 92 will also be issued for existing vessels.

Newly built vessels can request exemptions according to Standard A3.1 by contacting the International Technical Office of SEGUMAR.

Platforms or MODUs wishing to voluntarily request the CICA can do so through an authorized Recognized Organization.

Additionally, platforms or MODUs voluntarily complying with MLC, 2006 should also request the CICA.
