Panama issues a circular on optional and voluntary system for electronic books or electronic record books

The Panama Maritime Authority published a merchant marine circular about the optional and voluntary system for electronic books or electronic record books on board Panamanian-flagged vessels.

This circular published on 1 May 2023 is addressed to all owners, operators, legal representatives of Panamanian-flagged vessels, consuls, recognized organizations, and Port State Control authorities.

The purpose of this Merchant Marine Circular is to inform that the Administration has established a regulatory scheme allowing the voluntary use of Electronic Record Books on Panamanian vessels.

This ensures compliance with international maritime safety and pollution prevention standards. Electronic books must meet the technical specifications outlined in IMO Resolution MEPC. 312(74).

This circular applies to manufacturer companies providing Electronic Record Book services on Panamanian vessels.

The services include supplying electronic means for recording information such as Oil Record Book, Crew Roll Book, Bridge Logbook, and Ballast Water Record Book.

Other necessary record books determined by the Administration must also be provided.

Ship owners and operators can request Electronic Record Books from approved manufacturer companies.
