The Merchant Shipping (High Speed Craft) Regulations 2022 issued by the UK

The UK legislation has issued new Merchant Shipping (High Speed Craft) Regulations. The document was published on November 28th, 2022, and is coming into force on December 19th, 2022.

These Regulations implement the latest version of Chapter X of the International Convention for the Safety of Life at Sea, 1974 (“the Convention”), relating to the safety of high speed craft, including amendments to Chapter X made since 1st January 2014. Chapter X includes the High Speed Craft Code, 1994, and the High Speed Craft Code, 2000 (“the HSC Codes”).

The Regulations revoke and replace the Merchant Shipping (High Speed Craft) Regulations 2004, and prescribe technical requirements governing the safety of high speed craft; subject to specified exceptions, they apply to all United Kingdom high speed craft and non-United Kingdom high speed craft in United Kingdom waters.

These Regulations also make amendments to the Merchant Shipping (Fees) Regulations 2018 to enable fees to be charged in connection with certain matters under these Regulations and the Merchant Shipping (High Speed Offshore Service Craft) Regulations 2022.

Other than application, requirements, control, and enforcement of high speed craft, this document incorporates amendments made and revocations.

The extent of this instrument is England and Wales, Scotland, and Northern Ireland.

An Explanatory Memorandum is published alongside this instrument on www.legislation.gov.uk.
