UK amends Passenger Ship Construction: Ships of Classes III to VI(A) Regulations

UK Maritime and Coastguard Agency has issued the Merchant Shipping Notice (MSN) amending the Merchant Shipping (Passenger Ship Construction: Ships of Classes III to VI(A)) Regulations 1998.

This MSN is addressed to all shipowners, recognised organisations, shipbuilders, shiprepairers, ship masters and surveyors.

It has been published on December 8th, 2022, and should be read with the Technical Annex - List of Schedules (see below).

This Notice makes changes to MSN 1699(M) (as amended) to implement amendments to the technical requirements following the MCA review of standards for older passenger ships.

These amendments are detailed in the Annex.

Schedules contained in this Notice are invoked by those Regulations and are therefore a statutory obligation.

1. Introduction/background

1.1  This  Merchant Shipping Notice  (MSN) forms an integral part of The Merchant Shipping (Passenger Ship Construction: Ships of Classes III to VI(A)) Regulations 1998, as amended.

1.2  This MSN defines the correlation between a vessel’s standards of survivability and its minimum carriage requirements for life saving appliances. These requirements are detailed in the Merchant Shipping (Life-Saving Appliances for Passenger Ships of Classes III to VI(A)) Regulations 1999 (SI 1999 No 2723, as amended).

2. Amendments to MSN 1699(M)

2.1 Amendments have been made to:

2.1.1 Revise the survivability standard for pre-1992 ships in tidal category C waters (contents of Table 1 in Section 1)

2.1.2 Revise the requirements for bilge pumping in Schedule 6

2.1.3 Create a new requirement in Schedule 6 for bilge alarms

2.1.4 Incorporate the amendments detailed in Amendment 1 and Amendment 2
