UNECE: Multilateral agreement concerning the carriage of UN 1965 in fixed tanks

The United Nations Economic Commission for Europe (UNECE) published a document about the multilateral agreement concerning the carriage of UN 1965 in fixed tanks.

This document on multilateral agreement M352 under paragraph 1.5.1 of Annex A of ADR was published on 22 March 2023.

1. By derogation from the provisions of 4.3.3.2.5 in ADR, carriage of UN 1965 HYDROCARBON GAS MIXTURE, LIQUIFIED, N.O.S (Mixture C), is authorised also in fixed tanks (tank-vehicles) without thermal insulation with a test pressure less than the minimum test pressure indicated for mixture C in 4.3.3.2.5, provided the following are met:

  • Tank code is PxBN; the test pressure indicated on the tank itself or on the plate
    (prescribed in 6.8.2.5.1 in ADR) shall not be less than 2.3 MPa (23 bar)
  • The tank has safety valves according to 6.8.3.2.9 in ADR
  • The tank is approved for the carriage of UN 1978 PROPANE, either as the only gas or as one of the gases
  • The tank is constructed before 1. January 2014  
  • The transport operation is within, or between territories, where the ambient
    temperature is such that the temperature reached in the tank as a function of the ambient temperature will not exceed 50 °C
  • When using reference temperature 50 °C for developed pressure, the calculated test pressure for the tank, based on the formula in 4.3.3.2.3 (b) for tanks without insulation, shall in any case not exceed 2.3 MPa (23 bar)

2. By derogation from the provisions of ADR in 6.8.3.5.2 or 6.8.3.5.3, as relevant, the proper shipping name marked on the plate, or on the tank itself, can be either for UN 1978 PROPANE or UN 1965 HYDROCARBON GAS MIXTURE, LIQUIFIED, N.O.S (Mixture C).

3. The provisions in 1.6.3.8 in ADR need not to be applied.

4. All other relevant provisions of ADR shall be complied with.

5. A copy of this Agreement shall be carried on board the transport unit.  

6. This agreement shall be valid until 29 February 2028 for the carriage on the territories of those ADR Contracting Parties signatory to this agreement. If it is revoked before then by one of the signatories, it shall remain valid until the above-mentioned date only for carriage on the territories of those ADR Contracting Parties signatory to this Agreement which have not revoked it.
