Military Substance Abuse and Behavioral Addiction Program issued by US Coast Guard

The United States Coast Guard has published the Commandant Instruction that establishes the Military Substance Abuse and Behavioral Addiction Program for the Coast Guard.

This program is vital to maintain operational readiness and preserve the safety and security of the total Coast Guard workforce. As a U.S. military service and the nation’s premier maritime law-enforcement agency, we must ensure a drug-free workforce.

This Instruction also establishes performance and discipline standards, including those for adjudication of drug and alcohol incidents, as well as underage drinking.

Policy on other behavioral addictions such as gambling is also addressed.

All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chief of headquarters, directorates must comply with the policies contained within.
