Marine Department Malaysia has issued a port circular regarding the Mate Domestic Open Competency Certificate (MDO).
The circular was published on 6 September 2023.
This document is to notify that, starting in early 2024, changes will affect holders of the Mate Domestic Open Competency Certificate (MDO).
Holders of the Mate Domestic Restricted Certificate of Competency (MDR), which expires in 2023, are required to sit for the Mate Domestic Open (MDO) examination as a preliminary step before being allowed to operate a licensed boat. Extensions are only granted for 12 months from the expiry date in the year 2023.
For existing holders of Mate Domestic Restricted Certificate of Competency (MDR), further arrangements will be announced periodically after obtaining authorization from the Shipping and Seafarers Development Division, Headquarters, Malaysia Marine Department.
Malaysia Marine Department Southern Region will give priority to Mate Domestic Restricted (MDR) holders whose competency certificate expires in 2023 while preparing for the Mate Domestic Open (MDO) examination.
