Regulation 2-1 - Harmonization of Survey Periods:
- For cargo ships not subject to Regulation 2, Regulation 2-1 introduces the Harmonised System of Survey and Certification (HSSC).

Regulation 3 – Ship Identification Number:
- All cargo ships of 300gt and above and all passenger ships of 100gt and above must hold an IMO number.
- The IMO number, a unique seven-digit identifier, remains with the ship throughout its life, ensuring an independent audit trail for all vessels.

- Mandatory for passenger ships and commercial vessels (500gt or above) on international voyages.
