The Panama Maritime Authority has issued a merchant marine circular about the Continuous Synopsis Record (CSR).
The circular was issued on 1 April 2023. It supersedes and compiles MMC-325 and MMC-377.
This circular serves to establish the requirements and policies concerning the issuance of the Continuous Synopsis Record (CSR) and the information it should contain.
The following index outlines the topics covered in this circular:
- CSR Online Application
- Application Form
- Continuous Synopsis Record (CSR)
- Requirements for CSR issuance
- CSR issuance for Lay-up
- Inclusion of Bareboat Charter details in the CSR
- Fee
The purpose of the Continuous Synopsis Record is to maintain an onboard record that documents the ship's history, including recorded and updated information.
This record, along with the ship's technical certificates, must be available for inspection at all times.
It is crucial to ensure that the ship's CSR files are organized chronologically and always remain on board, even during events such as changing flag states, transferring ownership, or transitioning to a different bareboat charter or company responsible for ship operations.
