The Panama Maritime Authority has issued a merchant marine circular about Panama's policy on SEEMP, the IMO Data Collection System scheme, and the Carbon Intensity Indicator.
The circular was published on January 1st, 2023, and is addressed to all shipowners, operators, and legal representatives of Panamanian flagged vessels, Panamanian merchant marine consulates, and recognized organizations.
The purpose of this circular is to inform that the Republic of Panama adopted Resolution MEPC.328(76) dated June 17, 2021. With that resolution, the IMO adopted amendments to Annex VI of MARPOL 73/78.
Also, the purpose of this circular is to provide guidelines and instructions for the correct implementation of the IMO Data Collection System (DCS) scheme and Operational Carbon Intensity (CII).
