On January 21st, the EU established parameters which will provide uniform conditions for selecting ships for inspection regarding the obligation to deliver waste to port reception facilities.
The new regulation requires that Member States classify the ships referred to in Article 3(1), point (a), of Directive (EU) 2019/883, into three risk level categories: Risk level 1 (high risk), Risk level 2 (medium risk) or Risk level 3 (low risk). The risk level category for each ship will be determined on the basis of the risk parameters set out in the regulation's annex.
Member states should give priority to the inspection of ships with a higher risk level category, but also randomly select at least 1 % of the ships.
The Regulation shall enter into force on 14 February 2022.
