The Maritime and Port Authority of Singapore has issued a shipping circular regarding the issuance of dispensation by Recognised Organisations (ROs).

The circular is applicable to shipowners, ship managers, operators, and masters of Singapore-registered ships.
Starting from June 1, 2023, Recognised Organisations (ROs) will issue dispensations to Singapore-registered ships for malfunctioning equipment listed in the annexes of this Shipping Circular.
Companies must submit applications to the ship's classification society (Class) with supporting documents. Class is authorized to issue short-term certificates and/or statutory conditions for up to two months while the equipment is repaired or replaced.
Extensions beyond two months require consultation with the Administration. It's important to note that Class will not address deficiencies identified by port State control.
