The Republic of the Marshall Islands Maritime Administrator has issued a technical circular No. 12 regarding the loss of anchor.
The circular was published on 6 September 2023.
Introduction
To ensure a consistent response in loss of anchor cases, Republic of the Marshall Islands (RMI) Recognized Organizations (ROs) are instructed to follow these procedures when handling such cases on RMI-flagged vessels.
Procedure
On being notified of a loss of anchor, a Short Term Cargo Ship Safety Construction Certificate valid for a maximum of two months may be issued without specific authorization from the RMI Maritime Administrator.
If a longer timeframe is required, the RO must request authorization from the
Administrator per Marine Notice 2-011-4 with respect to a serious safety-related
matter.
The request must be sent to technical@register-iri.com and cover:
- any special operational or construction considerations;
- the shipowner’s corrective action plan; and
- a recommendation on the term of validity for the certificate.
The following notations must be included on the Short-Term Cargo Ship Safety Construction Certificate when issued:
- Tug assistance is to be provided, at the discretion of the Master, while entering
port, leaving port, and while navigating in confined waters; and - Main Engine/propulsion is to be kept on “Stand By” at all times while at anchor.
