The UAE Federal Maritime Administration (FMA) represented by the Ministry of Energy and Infrastructure has issued a circular addressed to all port authorities and harbor masters, ship owners, ship agents, ship management companies, fuel suppliers in UAE, as well as ship masters.
This circular regarding high Sulphur fuel bunkering operations in UAE waters and ports has been issued on November 18th, 2022.
The UAE Maritime Administration requires from ships planning to receive bunker with Sulphur content of more than (0.5% m/m) in UAE waters and ports to provide the port authority with a copy of the valid International Air Pollution Prevention Certificate (IAPP Certificate).
Port authorities in UAE are requested to confirm, prior to approving the bunkering operations for High Sulphur Fuel (HSF), a copy of the IAPP certificate is obtained from the receiving ship to ensure the existence of Exhaust Gas Cleaning Systems EGCS (scrubber) in accordance with Regulation 4 and 14 of Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL).
Ports authorities are requested to update their format related to bunkering requests as per the abovementioned requirements.
