The United States Coast Guard on 26 July 2023 released a commandant instruction regarding culinary operations management.
This instruction outlines policies and standards for Coast Guard Dining Facilities (CGDF) and culinary operations.
All Coast Guard personnel in leadership roles are required to adhere to these policies.
The Coast Guard Food Service Manual, COMDTINST M4061.5A, is no longer in effect.
Key changes include new policy guidance for CGDF, Culinary Support Activities (CSA), Centralized Kitchen Areas (CKA), the addition of the Culinary Product Line (CPL), and the establishment of the Culinary Support Branch (CSB). Certain forms and Techniques, Tactics, and Procedures (TTP) have been removed.
Impact Assessment
- a. No additional personnel tasks are established by this Instruction. Any changes to personnel allowance lists must go through Commandant (CG-1113) for approval.
- b. No new training requirements are introduced. The Coast Guard should prioritize tactical training within its own system. Approval from Commandant (CG-1113) and FORCECOM is necessary for external training sources.
Environmental Considerations
The Office of Environmental Management, Commandant (CG-47), has reviewed this instruction and determined that it falls under DHS categorical exclusion A3.
The policy is not expected to significantly alter existing environmental conditions or violate relevant environmental laws.
The action proponent must assess future actions based on this policy for compliance with NEPA, other environmental requirements, and COMDTINST 5090.1 (series).
